Celebrating The Unsung Heroes Of Local Government: Municipal Clerks Week 2025

Colorado City, AZ – From keeping official records to ensuring the smooth operation of local elections, municipal clerks are the backbone of transparent, effective local government. This week, from May 4 through May 10, communities across the nation and right here in Colorado City, Arizona, and Hildale, Utah are celebrating the 56th Annual Professional Municipal Clerks Week.

Established in 1969 by the International Institute of Municipal Clerks (IIMC) and officially recognized by U.S. presidents since 1984, Municipal Clerks Week shines a spotlight on the often-overlooked contributions of city and town clerks. These dedicated professionals are responsible for preserving the integrity of public records, preparing meeting agendas and minutes, coordinating public notices, and managing local elections.

In Colorado City, Town Clerk Shirley Zitting plays a vital role in keeping the operations of local government running smoothly. From maintaining public records to supporting the Town Council, her behind-the-scenes work ensures transparency and accountability for the community.

Colorado City Mayor Howard Ream stated, “Shirley is very dedicated and committed to serving our communities. She is very thoughtful and patient in her tasking and always has a smile. We appreciate how she goes the extra mile for those she serves.”

In neighboring Hildale, City Recorder Maxene Jessop fulfills a similar function. While Utah municipalities often use the title “Recorder” rather than “Clerk,” the responsibilities are largely the same managing official records, preparing meeting documents, coordinating elections, and serving as a key liaison between city government and the public. Her commitment provides structure and continuity in a fast-evolving municipal landscape.

Hildale Mayor Donia Jessop shared her appreciation for City Recorder Maxene Jessop, stating, “Maxene Jessop has served our city with exceptional dedication, integrity, and professionalism. Her commitment to transparent and efficient service will have a lasting impact. I am deeply grateful for the countless ways she has supported our community. We are fortunate to have her as our City Recorder.”

Municipal clerks and recorders in both states often pursue professional development through certification programs. In Arizona, clerks may attend training through the Arizona Municipal Clerks’ Association (AMCA), including courses offered by the League of Arizona Cities and Towns. Utah’s clerks and recorders often participate in the Utah Municipal Clerks Association (UMCA), with annual conferences, workshops, and a certification program overseen in coordination with the Utah State Archives and other agencies. These programs cover topics like records management, elections law, ethics, and public meeting procedures assuring our local governments run professionally and in compliance with the law.

This week offers an opportunity for residents to recognize the hard work, dedication, and professionalism of our local clerks and recorders. Without them, the daily functions of government from council meetings to elections would be far more difficult to manage.
